FSL has undertaken projects of varying scope and magnitude for the following clients:

Ministry of Finance
The following systems have been worked on by FSL:

The Jamaica Budget Information System (JaBIS) project commenced in June 1997. At project commencement, the primary objective, was the provision of a system to expedite the preparation of the annual budget for presentation to Parliament starting with the 1999 / 2000 budget. The project encompassed the design, acquisition and installation of hardware and network infrastructure and the design, development and implementation of the application software. This system was successfully implemented in November 1998.

FSL assumed responsibility for the support of the Financial Management Information System (FMIS) in June 2000. This system was acquired and enhanced by a group of consultants for the Ministry of Finance under the Administrative Reform Program (ARP) in 1987. That group provided support for the system up to May of 2000. Since transfer of the system, FSL has been providing both infrastructure and application support for the seventeen (17) sites at which it is implemented.

In 1995 FSL commenced a project for the Pensions Unit of the Superannuation Branch of the Ministry of Finance to develop an Automated Pensions System (APS). The system was successfully implemented in 1997. While we continue to provide user production support for the system, we are also developing enhancements to widen the scope of the application and thereby improve on the efficiency and responsiveness of both the Pensions Unit and other interfacing agencies.

CustomsJamaica Customs
The computerization of the Jamaica Customs Head Office and Satellite sites continued during the period 1997/98. Major development objectives included enhancement of existing Customs Systems and the Integration of Old and Existing Systems with other Revenue Departments.

Major activities undertaken for the period being reviewed are outlined below:


  1. Quality Management reviews for manifest control has been completed. Activities have however been suspended as the developers are doing a re-assessment of requirements.

  2. Development and Implementation of the Customs New Cash Remittance System (CNCRS), in addition to the C83 System User Review have been completed.

  3. The development and implementation of a manifest system at the Queens Warehouse on the grounds of the Norman Manley International Airport has been completed.

  4. Import Duty Assessment System was 80% completed.

  5. Quality Assurance testing and implementation of the CNCRS were completed at the Informal Commercial Importer (ICI) Office on the grounds of the Norman Manley International Airport.

  6. The development of the C78 electronic submission along with the INFORMIX portion is 95% completed. Implementation was scheduled for June 1998.

  7. The C78 processing, rewrite and integration with CNCRS are completed. Also completed are C83 vetting and approval, exam releases.

General Consumption Tax Department
In 1991 General Consumption Tax (GCT) was introduced and a department was established to administer the associated registration, returns processing, accounting, assessment, refunds processing and compliance functions. FSL undertook and successfully completed in 1991, a project to develop and implement a system in support of these functions. Since implementation, we have continued to provide system support and will continue to do so until the system is replaced by the soon to be implemented Integrated Computerised Tax Administration System.

Income Tax Department
In 1989 FSL successfully implemented the Jamaica Tax Assessment System (JAMTAS) for the then Revenue Board. The system is currently being used by the Income Tax Unit of the Taxpayer Audit and Assessment Department (TAAD) and facilities the administration of the following tax types:

  • Corporate Body
  • Self Employed
  • Pay As You Earn (PAYE)

FSL continues to provide production support for this system until it is replaced by the soon to be implemented Integrated Computerised Tax Administration System (ICTAS).

Inland Revenue Department
In 1995 FSL undertook a project to develop a Statutory Accounting System (STATAS) for the Inland Revenue Department. The purpose of the system was to assist the department in the maintenance of taxpayer ledger accounts for certain tax types and to provide the (then) Income Tax Department with relevant information on taxpayers accounts.

FSL has developed and implemented a Cash Remittance System for the Inland Revenue Department. Through the FSL maintained network, payments effected through this system are posted to taxpayers' accounts for the various tax types. This system was recently rewritten to provide an Interim Cash Remittance System (ICRS) as a prelude to the implementation of the Integrated Computerised Tax Administration System (ICTAS).

In 1998 FSL was called upon to develop and implement a Property Tax System (PTS) to expedite the processing and maintenance of property tax obligation and payment records. The system is currently integrated with both the ICRS and the Land Valuation System. FSL continues to provide post implementation support and to effect enhancements as requested by the system users.

FSL has developed and implemented an Automated Motor Vehicle System (AMVS) for the Inland Revenue Department - aimed at expediting the processing of Motor Vehicle related transactions. Significant enhancements are currently being undertaken to this system. The implementation of which should see even greater efficiencies in the processing of motor vehicle related transactions at the tax collectorates.

Revenue Board
Following on the evolution of the concept of the issuance of Tax Compliance Certificates (TCC), FSL was called upon to design and implement an automated TCC system in 1997. The system was successfully implemented in 1997 and FSL continues to provide post implementation support.

In 1991 the Government of Jamaica saw it fit to put in place a system to uniquely identify each taxpayer. This gave birth to the concept of the Taxpayer Registration Number (TRN) system and with it, a project which was undertaken by FSL in 1995. This computerised system was implemented in 1996 and includes the automation of the generation of TRNs and the maintenance of the TRN database which interfaces with several of the other systems supported by FSL for the Revenue Departments and related agencies.

Land Valuation Department
FSL has successfully developed, implemented and continues to support a Land Valuation System (LVS) for this department. The system provides a central database for the approximately 660,000 parcels of land in Jamaica. This system is integrated with the Property Tax System (PTS).

Stamp Duty and Transfer Tax Department
In 1994 FSL undertook a project to develop and implement a Stamp Duty and Transfer Tax System (STDTTS) to assist this department with the assessment and collection of stamp duty and transfer taxes on legal and commercial documents, and on the transfer of real property and shares. The system has been implemented for some time now and we continue to provide post implementation support and enhancements as requested by its users.

Tax Administration Reform Programme
A significant component of the Government's Tax Administration Reform Programme (TAXARP) is the development and implementation of an Integrated Computerised Tax Administration System (ICTAS). This system, when full implemented, will be integrated with several of the systems now supported by FSL and will replace some of the systems now supported by FSL - including:

  • GCT
  • JAMTAS
  • STATAS

While development of the system was contracted out, FSL's has played a major role in this project. Some of the tasks undertaken include:

  • Product Quality Assurance
  • Assistance in hardware deployment
  • User Training.

At implementation of the system, FSL will be providing post implementation support.
